Economic Revitaliization
    economy
  1. Small Business: Co-introduced legislation to provide a 50 percent property tax credit to small retail or “arts-related” businesses in neighborhood historic districts.
  2. Preserving the Arts: Fought to restore the Howard Theatre at 620 T St., NW.
  3. Revitalization: Led the $60 million Kenyon Square effort to build a 153-unit condominium and street level stores at the Columbia Heights Metro station.
  4. Grocery Stores: Worked to attract the grocery chain Harris Teeter, Inc. to build its first store in the District (in Adams Morgan).
  5. Drinking & Driving: Voted to relax the District’s “zero tolerance” drunken driving law. Police had the authority to arrest drivers with blood alcohol levels above .01 but below .08. The proposed legislation made it so that drivers with less than .05 blood alcohol levels were not considered intoxicated, so that patrons could still have a responsible drink in the District.
  6. Grocery Stores: Led the effort to attract a Giant food store to Columbia Heights.
  7. Hookah Bars: Fought for hookah bar exemptions from the smoking ban legislation.
  8. Street Vendors: Supported legislation to lift a seven-year moratorium on new street vendor licenses in order to produce more jobs and give first preference to DC residents.
  9. Revitalization: Led the efforts in the Target/DC USA project to revitalize Columbia Heights and generate an estimated 200 new jobs and $42 million in tax increment financing. The project will also develop an underground garage with 1,000 parking spaces.
  10. New Community: Sent two resolutions, which were unanimously passed by the Council, to ask the Mayor to use existing District resources to immediately start planning a New Community at Park Morton.
  11. Development Parcels: As Chair of Metro Real Estate Committee, worked to develop 5 parcels in the U Street and Columbia Heights neighborhoods.
  12. Neighborhood Appearance: Achieved implementation of the streetscape and façade improvements on Georgia Avenue, bringing new lighting, new paving, and restored storefronts to the Avenue.
  13. Community Markets: Supported the establishment of community markets on Georgia Avenue, U Street and in Columbia Heights.
  14. Development Parcels: Sponsored legislation to limit the terms of Exclusive Right Agreements over District owned development parcels to one year, thereby ending years of abuse through land banking.
  15. Youth Center: Worked to get the District to buy the nuisance properties at Girard and 15th, saving the District $25,000 a month in lease payments, and return them to productive use, now to be Columbia Heights Youth Center.

  17. Development Rights: Supported the development rights of the old Hines Funeral Home for the Greater Washington Urban League, ending years of neglect and inaction at 14th and Harvard.
  18. Commuter Tax: Co-sponsored referendum legislation to implement a commuter tax.
  19. Business Improvement: Introduced and won Council approval for legislation establishing the Adams Morgan Business Improvement District to promote safety, cleanliness, and a business-friendly environment in Adams Morgan.
